If you are willing to swap crowds for genuine quiet near the water, smaller spots like Wisconsin River Islands and Trempealeau National Wildlife Refuge are worth the side trip. All seven units share the same basic premise: you move through them on foot or by paddle. That makes Wisconsin a good match for active families, long-distance hikers, and anyone who would rather disappear down a forest trail than wait in line at a visitor center.
