The refuge began when the nation's Space Program developed. In 1962, NASA acquired land and water next to Cape Canaveral. This was to establish the John F. Kennedy Space Center. NASA built a launch complex and other space facilities. However, most of the area remained undeveloped. On August 28, 1963, the U.S. Fish and Wildlife Service signed an agreement. This established the Merritt Island National Wildlife Refuge, the 286th refuge in the National Wildlife Refuge System. A second agreement in 1975 created Canaveral National Seashore. Today, the Department of Interior manages most undeveloped parts of the Kennedy Space Center. These areas function as a National Wildlife Refuge and National Seashore.
